The 7 Levels Explained
Rule 8/80: The Right Work Package Size
Minimum: 8 hours
Tasks smaller than 8 hours create tracking overhead without control benefit.
Maximum: 80 hours
Tasks larger than 80 hours hide progress problems until it's too late to act.
WBS Depth by Project Type
| Project Type | Levels | Reason |
|---|---|---|
| Building construction < $5M | 3–4 | Simple scope, standard tasks |
| Industrial plant $5M–$50M | 4–5 | Multiple disciplines, EVM required |
| Mining CAPEX $50M–$500M | 5–6 | Long lead-time, multi-phase |
| Megaproject $500M+ | 6–7 | Program management, full WBS/EVM |
| Infrastructure (roads, tunnels) | 4–5 | Linear scope, geographic segmentation |
| Energy (solar, wind, CCGT) | 5–6 | Equipment procurement critical |
4 Common 7-Level WBS Errors
1. Excessive granularity from the start
Building 7 levels for a $2M project creates more overhead than value.
Impact: 30% of PM time on WBS administration
2. WBS disconnected from cost codes
When WBS IDs and accounting codes differ, EVM reconciliation becomes manual.
Impact: Weekly reconciliation of 10+ hours
3. Activities instead of deliverables at level 1
Level 1 should be major deliverables, not departments or phases.
Impact: WBS becomes an org chart
4. Violating the 100% rule
Missing scope items mean cost and schedule are understated from day one.
Impact: Surprise scope additions mid-project
